Alternative Networks
For the analysis described here, a small set of alternative networks were constructed from previously developed studies and plans. These include:
- Network A, as originally recommended by the County Council, which contains the smallest set of new projects.
- Network B is a "Mixed Mode" network. It expands Network A with a focus on county-wide busway and HOV improvements. Additional roadway improvements and express bus service are also included.
- Network C is a "Light Rail Emphasis" network. This expands on Network A with a focus on circumferential rail service in the lower portion of the county. Some roadway enhancements are included.
- Network C is the "Max Build" network. It incorporates all of the improvements identified as part of Networks A, B, and C.
- The Recommended Network is based on results of the analyses of the various other alternatives.
The networks were compared using a number of measures of effectiveness, including vehicle-miles of travel, vehicle-hours of travel, average speed, congestion, transit boardings, and mode share, in addition to the various measures of accessibility.
