Course Description:This course introduces the environmental process, and issues and problems facing companies and agencies acquiring or managing real property and rights-of-way. Students will become familiar with documents and reports used in environmental analysis under the National Environmental Policy Act (NEPA). They also will gain increased awareness of environmental laws and regulations and of the agencies that prepare Environmental Impact Statements and Assessments. Topics include basic principles of ecology; history of the environmental movement in the United States; NEPA; other Federal, State, and local legislation; the right-of-way professional's role in the environmental process; and mitigation of environmental impacts. (Recertification credit: 8 hours)

Course Title: Documenting NEPA and Transportation Decision Making

Course Number: 142005

Course Description:This course covers the application of the FHWA/National Environmental Policy Act (NEPA) project development and decision making process, including the integration of social, environmental and economic factors for achieving decisions that are in the best overall public interest. The course examines the evolution of environmental policy by building on a framework of laws, regulations, policies, and guidance such as the NEPA, Council of Environmental Quality (CEQ) regulations, agency implementing regulations, and Section 4(f) of the Department of Transportation Act.

This course also covers initiatives such as the merger of environmental and permitting requirements; public involvement; interagency coordination; project streamlining and flexibility; corridor preservation; FHWA's mitigation and enhancement policy; and the role of transportation in achieving sustainable development.

Course objectives include:

  • Solving transportation problems by applying an understanding of NEPA and the transportation decision making process to address social, economic, and environmental (SEE) concerns
  • Fostering shared transportation decision making beginning in the early project development phase (scoping) and continuing through completion of a project
  • Organizing well-designed, consistent, and analytical environmental documents that help public officials make project decisions that are based on understanding of transportation needs, potential solutions, environmental consequences, and actions that can be taken to protect, restore, and enhance the environment. (CEUs: 1.8)

Target Audience:FHWA, State DOT (including consultants acting on behalf of the State), Federal and State environmental resource agencies, local governments and MPOs who participate in the transportation decision-making process. We strongly encourage a mix of planning and environmental staff from these agencies.

  • Utilizing noise fundamentals to accomplish highway traffic noise prediction

Course Description:The course provides instruction on the application of historic preservation procedures to locate and identify resources. This includes information on how to determine the effect of proposed highways on significant historic and archeological resources, and how to resolve the effects.

Course objectives include:

  • Describing the objectives of the historic and archeological legislation for preservation of worthy sites
  • Identifying potential historic, cultural and archeological problems ahead of time through knowledge of what decisions must be made, when they should be made, who must make them, and what the ingredients of a sound decision are
  • Describing the procedures and the coordination with tribes and other government agencies which are required by legislation and regulations for historic and archeological preservation; and minimizing historic, cultural and archeological problems by integrating mitigation measures into the planning and design of highway improvements in such a way as to maximize the project's benefits and minimize the detrimental effects. (CEUs: 1.8)

Target Audience: State highway, local transportation agency, and FHWA personnel who coordinate or supervise environmental and preservation actions with respect to Federally funded highway projects that affect historic, cultural, archeological engineering and architectural resources.

Attendance Restrictions: A working knowledge of Federal regulations concerning historic and archeological preservation is beneficial.

Course Description:This workshop provides information on and practical application of required and public involvement processes and techniques. With the National Environmental Policy Act (NEPA) as a backdrop - in addition to related laws, regulations and policies - classroom exercises provide participants opportunities to design public education, public involvement, advisory and joint planning activities. In addition, there is a focus on interagency coordination and decision-making forums, as well as implementation and evaluation plans. The tools used include consensus building, conflict resolution, problem solving and process improvement, among others. (1.8 CEUs)

Course objectives include:

  • Identifying key points where public involvement is required by law, regulation or policy, as well as other opportunities to solicit and incorporate public input
  • Selecting appropriate strategies or techniques for interagency and community participation
  • Creating a public involvement plan for a model project and applying some of the involvement techniques in a laboratory setting.

Target Audience: Project development and design staff that will participate in any phase of the public involvement process.
