The purpose of this workshop is to provide transportation professionals with a general overview of modal and inter-modal transportation systems and their relationships to State and regional transportation systems. In doing so, the workshop will introduce issues, concepts and activities connected with freight and transportation planning and be a forum for improving public and private coordination and cooperation.

HIGHWAY PROGRAM FINANCING

Course Length: 1-Day or ½-Day
This course provides an overview of the various aspects of highway program financing unique to the Federal-aid Highway Program (FAHP). The course provides a description of the flow of Federal funding from authorization to reimbursement, covering such topics as contract authority, apportionment and allocations, deductions, earmarking, transferability and obligation. In addition, emphasis is placed on the impact that contract authority and the obligation limitation have on the use of Federal funds and highlights the significance the Highway Trust Fund has on determining the funding levels for the FAHP.

RURAL TRANSPORTATION PLANNING COURSE

Course Length: 1-Day
The course will inform local officials of the statewide transportation planning process and how they can participate in that process. Focus will be placed on coordinating and integrating the decisionmaking processes of transportation planning with local planning. In conjunction with the transportation planning process, other specific topics and tools will be discussed, including economic development, growth management, land use, accessing Federal funding, access management and the development of rural planning tools.
